HONGKONG. 2nd. November, 1912.

I have the honour to submit for the significa-

-tion of His Majesty's pleasure Ordinance No.38 of 1912, entitled

"An Ordinance to apply a sum not exceeding Seven million one hund- -red and sixteen thousand four hundred and fifty-four Dollars to the Public Service of the year 1913" together with the customary

report of the Attorney-General thereon.

I enclose & copies of the Estimates for 1913,

an Abstract showing the difference between the Estimates of Ex-

-penditure for 1912 and 1913, and Statements of Assets and Liabili-

-ties on 31st. December, 1911, of the estimated balance of Assets

over Liabilities on 31st. December, 1912, of the position of the

Inscribed Stock and Wuchang Loan Accounts in 1911 and of their

estimated position in 1912.

I also forward copies of the local "Hansard"

containing reports of the Meetings of the Legislative Council held

on the 3rd., 24th., and 31st. October when the Estimates were con-

-sidered. On the first of those dates I introduced the Budget with

an explanation of the financial position of the Colony and of the more important increases and decreases in Revenue and Expenditure.

On the 24th. October the proposals of the Government were criticis-

-ed in speeches by two of the Unofficial Members of Council to

which the Director of Public Works and I myself replied. The

Appropriation Bill was then read a second time and passed the third

reading
